Rewrites every timezone field in a settings dict into the "offset,label" the watch reads.
Clay hands back the place the config page saved. The offset in it is the one that zone kept on
the day the place was picked, so it is read off the zone again here.
Only a string is rewritten, since anything else is not a saved place and blanking it would leave
the setting stuck.
A field with nothing saved in it goes out empty, which is how the watch learns the wearer cleared
the picker. The watch reads an empty zone as none picked and shows no clock for it.
