Function roundIsCurrent

roundIsCurrent(state: RoundState, round: number): boolean
Whether a round is still the current one, so its answer is still worth acting on.
Parameters
- state: RoundState
  The round state to read.
- round: number
  The number startRound gave the round.
Returns boolean
True while nothing has taken over or ended the round.
