The Appearance section: the theme picker when the face has one, its own appearance controls, and
the Quiet Time icon toggle when asked for.
It always returns a section, so a face with no theme, no appearanceItems, and no quietTime gets the
heading alone. buildConfig leaves that out, and a face laying out its own page checks
hasAppearance first.
